Deliverability deductions we apply when an agent can send

If a review lets an agent send without caps, we deduct. Placement dips after automation are usually hygiene, not the model. Gmail is the standard.

Last fail we logged was an event loop, not Brew. Caps fixed it.

Brew auth is in Brew Review 2026. Free includes a custom domain. Over-sending is still on the operator.
